There are no mental health services in Contra Costa County in any real or effective sense. Although Contra Costa, by population, is the 36th largest county in all of the US, and therefore ranks as a world-power among counties, it exists as a total 3rd world state with virtually all mental health funding, from the state, county, cities and federal government simply going to pay officials, false-front charities, and clerks, who provide only a series of numbers to call that refer people to other numbers of providers who don't treat the poor. Virtually all mental health providers in Contra Costa accept no insurance, and those few that do, are planning to drop all insurance soon, and the few that remain after that are extremely inept, incompetent and actually harmful. So the charities, hotlines, clerks, county officials, and all the rest, who collect monies to provide mental health services provide virtually nothing at all, except salaries to County Officials and Charity Presidents, who spend the money largely on themselves. Medicare and Medi-Cal and Obamacare are so burdensome, in terms of the paperwork, and reimburse so poorly, and interfere with the doctor-patient relationship so badly, that virtually all providers are fleeing. All doctors and therapists in Contra Costa, privately, will admit there is literally no plan, and never was a plan, to actually deliver mental health care to poor people in Contra Costa. The whole thing is a hollow sham. Each desk is answered by some Contra Costa smiling polite lady who, in the end, has nothing but outdated referral lists of providers and charities which themselves have nothing but other outdated lists of other providers and charities, all of whom are collecting donations and tax-money to render no services to the mentally ill. Contra Costa is uniquely situated to get away with this because it's a diffused county with no real central city and no place for anyone demonstrate at, or in front of. The County government is off in way off Martinez way out by the Delta, and it takes all day by mass transit to even get there. And, even if you got there, the offices are often located in odd hill locations and out-of-the-way complexes that may not even have sidewalks that lead to them. All of this is designed to say to the poor, "Go away!" In this sense, Contra Costa is utterly without conscience and without creativity and without ingenuity and without any human concern. Contra Costa is generally a wealthy, sunny, playground for smugness. Deep human problems, here, are swept under the rug, and finally abandoned altogether. There is no living conscience in Contra Costa, and while it is ostensibly Democratic, there are no liberals who actually have any plans whatsoever to do anything about the county's poor and mentally ill. In this way, it's a deeply soulless place.
